Say, wouldnt a 18 Protection prayers be sufficient to get -2 prot bond?

The blessing ends once you zone, so doing it in UW would be impossible.

Your region has to have the favor of the gods, just like it is in Tyria. Then you can kneel in front of Dwayna's statue (these statues are at resurrection shrines in Cantha). Not every shrine has a Dwayna statue.
